    New Essentra Components Pliable PVC (Polyvinyl Chloride) Plastic Bolt Caps / Hydraulic Plugs, 9MM or .357 or .38 or .380 Caliber Non-Lethal Rubber Bullets, or Practice Projectiles, or Primer Powered Handgun Target Loads, Part Number DM0250-1/2A.  Each bid quantity is for a Lot of Two Hundred Twenty-Five (225) Pieces.  You may bid / buy any number of lots, up to the total quantity available above.
    These were purchased at a wholesale company liquidation last year. They were brand new in the original bulk factory boxes, and we packaged them in heavy Ziplok bags for resale.  They were actually produced as end caps for bolt threads, or for plugging hydraulic ports, but we discovered a better use for them.
    Sold in convenient lots of 225 pieces, because that's how many would fit in the bags conveniently.
    We sampled about a hundred random pieces, and found diameters ranging from .351" to .381" (8.91MM to 9.68MM), with a median diameter of about .368" (9.35MM). They are tough yet pliable, so the vast majority fit nicely in the case mouths.  A smaller percentage will need cases with a light crimp.  Using standard pistol primers (and no powder of course), we fired several pieces multiple times with no deformation or splits.  Accuracy was rather impressive at about thirty feet from a 2" barrel S&W revolver, with respectable groups and no keyholing or noticeable barrel fouling.  Penetration of cardboard boxes exceeded our expectations as well.  The factory stuff would undoubtedly outperform these at longer ranges, but hey, they're cheap, so you don't have to crawl under the furniture looking for them.
